The New Jerusalem: Planning and Politics (Thames and Hudson, 1975) by Arthur Kutcher is a critical study of the planning of modern Jerusalem. Foreword by Vincent Scully.

For 3000 years history and faith have shaped Jerusalem. Now its fate hangs on the decision of its planners. Arthur Kutcher, an architect who was the  Planning Officer for the Old City and its area, has been at the center of the controversy over Jerusalem’s planning policy. He explains the dilemma now facing the city, how its spiritual significance is bound up with its form and setting, and how these are now in danger of being destroyed by developments defended as being necessary (housing, tourism, investment, and roads), but for which alternative solutions are available that would leave the essential Jerusalem intact.
